South Placer Municipal Utility District is a community based, customer-owned utility, governed by a five-member Board of Directors, elected by the registered voters within the district boundaries. The MUD Act requires the Board to hire a General Manager, who acts as the Chief Executive Officer and provides the day-to-day management of the operations of the District.
The General Manager, Herb Niederberger, is a Rocklin resident and SPMUD customer since 1988. Herb has extensive experience in the planning, design, construction, operations, maintenance and management of municipal utilities throughout California. He is a registered Professional Engineer and Licensed Land Surveyor. He holds a Bachelor of Science Degree in Civil Engineering as well as Masters in Business Administration. In the past, Herb served on the City of Rocklin Board of Appeals in the early 90’s followed by service on the Planning Commission in the late 90’s.
South Placer Municipal Utility District is fully committed to providing accessible facilities, elements and
channels of communication to all members of the public. As part of this commitment, South Placer Municipal Utility District
has a policy of providing an accessible website compatible with the Web Content Accessibility Guidelines (WCAG 2.1) and
commercial screen reading software. All features of the website are coded to allow individuals with vision and
