Ordinance 17-03 – Amendment of the Sewer Participation Charge

South Placer Municipal Utility District (District) Sewer Use Ordinance, No. 09-02, mandates the payment of a sewer participation charge for the privilege of connecting to the District’s wastewater system.  On August 6, 2015, the Board established a sewer participation charge to fund the fair share portion of the cost of construction of the trunk sewer upgrades and expansion facilities that have been identified by the District’s System Evaluation and Capacity Assurance Plan (SECAP) as necessary to serve new development within the District’s service area boundaries. Ordinance 15-02 increased the sewer participation charge to $3750/EDU on October 1, 2016, with annual increases tied to the Engineering News Record Construction Cost Index.

Rather than have the local participation fee increase on a different time table than the regional participation fee increase, staff desires the annual increase to be tied to the fiscal year, thus aligning it with similar increases to the regional participation fee. To that end, staff is proposing to postpone the increase scheduled for October 1, 2017, to become effective July 1, 2018.

The Policy and Ordinance Advisory Committee reviewed this Ordinance on August 22, 2017 and recommended that it be forwarded to the Board of Directors for consideration. A Notice of the Public Hearing was posted in the Placer Herald on August 24 and 31, 2017.

A public hearing will be held on September 7, 2017

A second reading and proposed adoption of Ordinance 17-03 will occur on October 5, 2017
